channel morning news. good morning. there was a suspected road rage incident and gunfire. tara moriarty is out there live this morning getting more information, but looks like traffic is move along just fine. we'll see if it's impacting. i'm pam cook. >> good morning. if the wind picks up, you're probably in the 60s and then if not, the 40s. redwood city, upper 50s and 60s because any breeze is holding the temp up. the north and east bay hills. it means higher fire danger that takes us from the north bay to santa cruz mountain.

source alone in boise to salt lake city and high pressure in the west follows with the north wind. sunny and breezy in the hills, probably in on that warmer at the coast. clear skies, looks good. 60s and 70s. low 80s. >> we look at traffic that is doing very well. driving on most areas, this is the look at the bay ridge toll plaza. light so far with no major problems on the spin. also, the traffic moves along nicely in san francisco along northbound 101 approaching the 88 split. in marin county, the traffic continues to look good and no major problems. i want to mention that traffic is okay across the bay as well on 80 westbound coming in from hercules to richmond with no major problems. let's go back to the desk.

the chp investigating a suspected road rage shooting. tara moriarty telling us what we know about this so far. good morning, tara. >> reporter: good morning. we're here on interstate 880. the victim drove for half an hour after being shot. this happened last night around 9:45. the victim pulled over at a hardware store parking lot in richmond following the gunfire in hayward. you can see the bullet hole on the side of the victim's honda accord and the shooting was sparked by a heated dispute between two drivers. >> there was some type of altercation that obviously is still under investigation and altercation between two vehicles, one being a white truck and one being the honda accord. >> the victim was apparently shot in the leg and not sure why he didn't pull over right away. perhaps he was scared but was indeed a language barrier but trying to piece together how exactly all of this unfolded.

the victim was taken to the hospital. we called chp this morning but they haven't given us an update. tara moriarty, chp on ktvu, channel 2 news. two pelt guns were seized yesterday after the arrest. one was modified to look like a sub machine. the suv was spotted by a sheriff's deputy and the suspects later arrested. the wounded boy was not seriously hurt. palo alto police warning people about a rise in car burglaries. janine de la vega is there this morning to tell us how to protect yourself. janine? >> reporter: pam, we're here on

sand hill road at oak creek apartments and thieves broke into 16 cars here, not just here but all over the city. here's a map showing where the 61 auto burglaries happened in the city in the month of september. that's the highest total for a single month since 2008. police say there doesn't seem to be identifiable pattern to the burglaries. they happen during the day, evening, and overnight and various locations throughout the city. one of the spots hit nine times in the cities parking garage on bryant street. common items are laptops, electronic devices and backpacks and luggage. in some cases, the thief uses the trunk relief stored in the trunk. increased patrols and enforce

the cases. they want the public to take valuables with them and not leave anything in plain sight that's of value. do not forget to lock doors and report anybody who's acting suspicious around cars trying door handles, that kind of thing. janine de la vega, ktvu, channel 2 news. the government shutdown shut down one of san francisco's popular attractions. the beach closed this morning and the building with the popular restaurant is national park property. and told not to go to work this morning. mentioned this morning's closure and no word on when it might reopen. the government shutdown already having a negative impact on businesses in marin county. parts of the golden gate national recreation area and national seashore are all closed for business.

that means fewer businesses. some get cancellations and people are saying it's because attractions are closed. president obama met last night with congressional leaders at the white house to try to end the government shutdown. coming up at 5:15, the results of the meeting and next even bigger budget battle on the way. time now is 5:05. police in pacifica with a video on a hiking trail. you can see a woman walking alone and then the camera pans over to a man in a black ski mask and hear him laughing. police identified and contacted the man who made the video and may be an attempt to get attention. doesn't appear that a crime was committed. a man accused of running a vast online black market for drugs kinged to be in court tomorrow for a detention hearing. ross olbrick ran a web site

welcome back. time now is 5:10. tragedy in the coast of italy. african migrants died after a boat with reportedly 500 people on board sank near cystly. several people not accounted for. they think the ship's crew was trying to smuggle undocumented immigrants into africa when a fire started leading to this tragedy. as many as 500 people may have been on board. in tennessee, eight people are dead. two others in critical condition after a fiery crash involving a church bus. the bus was carrying a group of seniors back home to north carolina yesterday afternoon. they had just attended a religious conference. investigators say the bus veered across the highway median and crashed into a an suv and a tractor trailer.

>> had a blowout one of the tires. caused the bus to lose control. >> there were about 20 people on the bus at the time. 14 of them were taken to the hospital. congressional leaders met with president obama at the white house last night to discuss the shutdown stalemate. nobody budged and now an even bigger battle is on the way. ktvu's kyle campbell. what house lawmakers are expected to do today. >> the house is set to vote on two bills today. one would make sure veterans services are fully funded but the democratic led senate won't agree to the piecemeal approach. there needs to be a temporary spending plan no strings attached. because house republicans are set on defunding or delays obamacare.

hong kong was up about 1%. futures point to a slightly lower opening, at least at this point. an hour away from the opening bell. that could change. you could see a loss yesterday across the board. keep an eye on tesla stock this morning. we're watching that because the paolo alta know what caused a fire in the model s sedan. the fire started when a large piece of metal on the road hit the car's battery. video though, you can see of the fire on a washington state roadway went viral and attention from the video sent tesla stock diving and it's going to open down about $3 a share. 5:19 is the time right now. san francisco reports the taxi association will meet today and consider suing companies like side bar and uber.

welcome back. investigating hateful words on the truck and looking at a hate crime. targets the husband and wife run a little league baseball organization in yew baa city. there's the words they wrote racest words on the couple's truck outside of the home. they think the crime is directly tied to their work with the little league. >> it hurts. you put time into helping kids and this is how you get paid for it. >> for some to come and bully us with words hateful, it's very sad. >> the couple say they refuse to be bullied and no plans to stop sign down with leaders of the little league and police is searching for suspects. a search and rescue team looking for two missing hikers ended up calling for help itself. the search and rescue team set up for hikers in southwest

washington state. they went about 8 miles up the pacific crest trail but it was snowing hard and realized they could be in trouble. >> it was getting late in the day and not a good situation for us if we kept going. >> fresh snow already waist- high and the problem was compounded when one of the rescue team members injured his near and couldn't keep going. air lifted the explorer team and the two hikers to safety. time is now 5:24. completed a cross country trip honoring the memories. elizabeth butler and baker were shot in february. dave perry went on a road trip in custom 1958 rancher row. met with police officers around

santa cruz and upper 70s mainly around the bay. here's sal. >> steve, good morning. we do good when it comes to the morning commute. the traffic looks good in certain areas but we have a crash in the county and summersville road, motorcycle and two other cars. it's causing some slow traffic in the area. but after that, the rest of contra costa county looks good. and 80 in western contra costa county in herr cue lees and richmond. doing well, let's take a look at a couple of different live pictures. it looks good in fremont down to san jose. it's still light on the bridge getting into san francisco. a nice shot of the new span there, traffic is moving well into the tunnel and over to the city, it's 5:30. let's go back to the desk.

>> sal, breaking news we follow from san francisco. police investigate an attempted carjacking an hour ago at 18th and mission. police tell ktvu that shots were fired in the incident and there was a car crash. there may be injuries involved in the crash. more information on the breaking story at 18th and mission as we get it. we have continuing coverage now of the shutdown of the federal government. ktvu channel 2 reporter paul chambers joins us to talk about how the shutdown affects popular tourist sites in san francisco. some we might not have even thought of. the cliff house, paul. >> reporter: so correct. as the federal shutdown enters third day, the ripple effect can be felt in the bay area. this time, it's the iconic cliff house. many people come to the restaurant alone just to check out the view. we logged on to the web site of the restaurant this morning.

you can see it's temporarily closed. the cliff house, although it's not fairly owned or operated, the land on which the building stands is. yesterday, employees of the cliff house were told not to come to work this morning. now, since tuesday, these closures within the golden gate national parks affect lands in and around the suetro. the parts of the golden gate national and affects businesses there. and then owner said people already call and cancel reservations because they won't be able to see the national parks. owner went on do say most in the area may be able to survive the next week or so and not sure how much they'll be able to survive. some area businesses say the closures mean good news for them on working that part, coming up in the next live report. paul chambers, ktvu, channel 2 news. the government shutdown could take a toll on veterans.

the shutdown could make a backlog of v.a. claims worse. the claims processers on the job but the agency will run out of money for disability and pension checks by tend of the month and can take a year to process a claim in the oakland virginia office which serves all of northern and central california. a rise in car burglaries. ktvu's janine de la vega in palo alto now with how they are protecting themselves. good morning, janine. >> reporter: good morning, dave. at the oak creek apartments on sand hill, they've had quite a number of auto burglaries and spoke to 16 cars here. residents know what's happening. this is one of many spots that's been hit. let's go to a map showing where the 61 auto burglaries that happened in the city in the month of september. it's the highest total for the

single month since 2008. police say there doesn't seem to be identifiable pattern to the burglaries. they're happening during the day, evening, and overnight in various locations throughout the city. now, one of the spots that's been hit nine times is the city's parking garage on brian street. common items stolen are laptops, belongings like backpacks, purses, luggage. the break-ins happen in a matter of seconds. typically, the burglar smashes the window and uses a punch tool. they use the trunk release to grab valuables stored in the trunk. >> the best we can tell, there's multiple groups of people roving throughout the bay area and committing auto burglaries. auto burglary is a simple crime to commit and takes only seconds to actually commit and virtually no noise associated with it.

>> reporter: police increased patrols and have a special enforcement team working on these cases. they want the public to take valuables with them. don't leave them in plain sight and recommend for people to watch out for suspicious behavior. anyone who is loitering around cars and door handles and please report it to police. don't try to rationalize that sort of behavior because, again, they want to catch the people who are responsible, reporting live, janine de la vega, ktvu, channel 2 news. police investigating a violent armed robbery at habitat for humanity construction site. four men robbed the crew of the new construction site in eve's avenue on tuesday afternoon. one of the men pulled out a gun and then stole wallets, cell phones and tools from the workers. one of the workers was hit in the head with a gun. criminals within the construction site a lot recently because they see that as a crime of opportunity.

>> it's kind of the isolated area when they were approached by these individuals. it was an isolated area, so the suspect in this case, it was a no brainer for them. >> habitat of humanity officials say the incident will not slow down their project and in fact, former president jiminy carter is scheduled to tour the site next week. police in fremont say an alert neighbor helped them arrest the thief. charles stewart of oakland followed a woman from a lucky's grocery store in fremont to her home last week. then rip it had gold chain off her neck and started running. police say a neighbor saw the suspect jump into a car. >> the witness felt this was very suspicious, followed the vehicle and was able to get a license plate. >> police say stewart has previous robbery, grand theft and firearms convictions. >> we learned more this morning about why it took firefighters so long to put out a deadly

fire in san francisco. firefighters were forced to use power to break down the gate and before getting there, they were given the wrong address. both problems delayed the response by at least 11 minutes. >> actually took the responding crews about 6 blocks away. >> 33-year-old raymond cee died with the granddaughter and baby's father. time now is 5:37. redwood city police are trying to identify a suspicious man who approached a child outside a school. a 13-year-old boy told police that the man drove his black pickup truck into the parking lot yesterday morning at kennedy middle school. the man asked if the boy wanted some marijuana and tried to entice him into his truck. the boy said no and ran into the school office.

the man is described as african american 30, years old with a medium build. had a scar on his right eye. the time is 5:37. a big change is coming to california's standardized testing this year. instead of paper tests, they use computers. electronic tests follow new standards. they're being developed so the students take them this year for practice. that means there's no individual school or state report on the results. but for that reason, the federal government is asking to withhold money from california schools. new information shows one of every three high school seniors in the san francisco unified school district may not graduate, almost 1300 students. san francisco chronicle reports the students may choose to suspend graduation requirements for the class of 2014.

contract proposal. some people in the bay area are waiting. the employment development problem said the problem upgrading computer network caused a delay in issuing checks to 150,000 people. rachel in pittsburgh said she can't wait much longer and $3 left in bank account after being laid off last year. officials say they processed about 1.4 million claims since the problem started over the labor day weekend. california's health exchange working on several glitches. they took down for several hours yesterday. they also admitted to overstating the number of hits their web site received on opening day. it was not $5 million but $645,000, blaming it on internal communication.

the nsa said it tried to track cell phones here in the u.s. including location information. the nsa chief, alexander, told congress ran tests in 2010 and 2011 to see if it was technically possible to gather smartphone information. he said the information was never used. the national rifle association said it plans to sue california if governor brown decides to ban most semiautomatic rifles with magazines. the bill was approved by state lawmakers in an attempt to close loopholes to allow gun makers to get around previous assault weapon bans mere in california. the nra said it's unconstitutional and would make unprecedented changes with the assault ban. dzhokhar tsarnaev, asking a judge to lift his prison

restrictions. the man has been confined to cell except limited access to a small outdoor enclosure. his lawyers say the rules are overly harsh. he's accused of making and planting bombs in the boston marathon bombing. 260 were hurt and 3 killed. secretary of state john kerry said it was be, quote, diplomatic malpractice, over the nuclear program. made the comment during the video in japan and chuck hagel in a news conference in tokyo. kerry said the u.s. would not take iranian offers at face value and would have to prove willingness to nuclear program. israel's prime minister warned the u.s. against trusting iran. new details this morning about radioactive water at japan's troubled nuclear plant.

the operator said at least 110 gallons of radioactive water spilled today when workers overfilled a storage tank. most of the water reached the sea. it is the latest in a series of recent leaks from the plant. workers in canada at an oil pipeline construction site found the remains of a big dinosaur. the crew in alberta called them scientists and experts. experts say it's incredibly rare, still not sure what kind of dinosaur it was. the research team is working fast to carefully remove the fossil before canada's harsh winter sets in. >> let's check back in with sal for a look at the commute. >> looking at highway 4. pam and dave, because of the earlier crash and it was a

berkeley, 74. 75 oakland and san jose. even santa cruz at 82. looks warm on friday and saturday. the wind decrease and fair and slightly cooler monday. the latest weekly jobless report and slightly better than economist expected and filed for first time unemployment benefits. 1,000 more than the week before and economists forecasted an increase of 5,000, so a little better than they thought. the labor department was able to release today's report because the information is compiled by the states. the federal workers crunched the numbers to make up the monthly report supposed to come out tomorrow but probably not going to happen even if they can agree on funding the government tonight. americans expected to increase holiday spending 4% this year. the national federation did not factor in the government shutdown when making the

camera. two men broke into a home on cutting boulevard a week ago. an officer saw one of the suspects near a police station three days after the burglary and sweatshirt reportedly gave him away, the same one worn in the video. the second suspect still on the loose. a campbell massage business accused in a prostitution sting is now closed after failing to get a business permit from the city council. rankhe went back in june and was offered sex for money. >> during the massage, the massage therapist indicated she was willing to perform certain sexual acts. >> business owner sabrina steel was cited in having locked interior doors and two condoms

at the salon prohibited for a massage business in the city, a massage therapist also cited for solicitation of prostitution. >> a final autopsy report confirms that glee actor cory monteith died from a deadly combination of heroin and alcohol. he was found dead in vancouver hotel room on 14th. the spoon with drug residue and used needle found in his room. his death ruled an accident. the jury decided concert promotor a.e.g. live not liable for jackson' death. they claimed the company was negative in hiring conrad murray, his doctor. aeg said michael jackson was responsible for his own death because he made bad choices. the jury talked about the decision. >> this was a difficult decision for us to make. it wasn't easy for anyone. after all, it took the tragic
